The EXPEDITION covers the following goods leaving from Portugal to another Member State:
a) Community goods, except goods in ordinary circulation between Member States;
b) Assets placed in Portugal under a custom procedure of inward processing or processing under custom control.
ARRIVAL covers the following goods entering Portugal, which were initially dispatched from another Member State:
a) Community goods, except goods in ordinary circulation between Member States;
b) Goods previously placed in the Member State of dispatch under a custom procedure, of inward processing (suspension system) or processing under customs control, so that they remain as they are or so that they can circulate freely in Portugal.
